Build a special community Website like tumblr for 300$ no more no less

it will be almost similar as tumblr first of all you have to know it wouldn't be done by wordpress or weebly so u have to write a code PHP and Mysql or whatever u think u can do it with.. i already have the interface in my mind and i made it in some pictures for the interface so if u will not do it as i want then don't west my time or ur time it will be totally customized interface so here is what i need -Log in Create account by email so log in will be by the email and users can name them self whatever -Confirm for create Account by send email to registered email -the email has to be privet it will show only the username -Add friends by search by email or username the idea is user has groups and he can add friends in this groups Family Group , Friends Group, work Group, Special group, -for EXAMPLE there is users names (Y) , (X), (Z) if any user want to share a picture or video or whatever.. it will ask you in witch group you want to share it you can share it in one group or all the groups whatever users want -User (X) added user (Y) in family Group -(X) shared Pictures Family group so now user (Y) can see all user (X) shared pictures or videos in this Group only -User(X) added user (Z) in work group so now user (Z) can see all what user(Y) shared in work group only - user(x) added later user (Y) to work group so now user (y) can see what user (X)shared in group family and group work as well -any User can add any number of Friends no limits -users can leave comments to each other on shared photos or videos or Etc -users can leave Voice comments to each other on shared photos max 15 second voice record -notifications (( user (X) added new photo in this group or user (Y) left a comments)) same exact like notifications in Facebook -users can manage added users ( delete or add )
