Online image editor

I am looking for a new/improved version of an online image editor, I already have one on my site that works but its a little outdated and not as feature rich as I would like so this project is for a new/improved version of an online image editor. There is currently an online image editor on another site that I quite like so a clone etc of this editor would be good for me or somthing similar. To view the image editor that I already like please goto [login to view URL] click on "CREATE MOBILE STUFF" and then test the "WALLPAPERS" editor by uploading and image to see it in action. The editor uses flash, php and javascript (may use other code but not sure) so you must be able to code in php, javascript and flash. Im willing to pay upto $250 for the editor so if you can create/clone this in this price range please bid. DO NOT send me loads of links to other projects or work you have done UNLESS it is relevant to this project, I am not interested in seeing 50 websites you have designed. I have other projects later and will be offered to the coders I have used previously if they do good work. This project may also be listed on a similar site to GAF so I reserve the right to cancel the project if I find a coder elsewhere, also I will own all rights to the finished project (code and anything else relating to this project).
