Portal that extract information of excel and saves data

Drag one excel file (all posible software formats, like ,xls, .xlsx, etc), and save data of it in mysql data (must know sql for future applications) This file will be like a poll, with many question, all files will be diferents quantity of questions, closes questions with ponderation, per answer and per section. Biggest file that i will give it when u are selected, is about 100 questions. Data saved, must be shown like poll1, etc. can be an opton to delete it. Must shown data with a specific format, similar to excel. PHP proyect (must be know python for future applications), HTML5 Upper line with login, and configuration buttons to select some fetures if are needed. Ajax aplicatives, to load fast things. When enter in the phone, must be a phone vertion must know javascript for future aplications. Must be fast developer, and know very well the language and posibilities. And really RESPONSABLE! if u make well this will continue this proyect and give permament jobs. Thanks
