San Diego California, USA - Web Project to Complete - PRO Needed

Website is already 50% completed; final idea is on paper. I cannot find the time to complete this project and my javascript skills are limited. To be hired you must be able to meet in person and sign non-disclosure and non-compete agreements. Additional skills required would be Ajax/JSON experience. I need a professional that has a lot of experience in the above mentioned skills as I cannot employ you unless you know how to complete the project in it's entirety. No partial completes will be acceptable and will be noted in work agreement/contract. You will not be paid for hours you spend learning how to complete this project. Please do not bid on this project if you do not live and work in San Diego, California, USA. I estimate that there are about 30 skilled worker hours to complete the project. The project maximum budget is $1500; so if you can finish the project in its entirety before 30 hours of work you will be paid the whole max budget; otherwise the rate is $25 p hour and you are reviewed every 5 hours of work. If you are a Pro, there is a large chance that you would be offered full time employment at the same rate for ongoing maintenance and growth of the site.
