Ajax / Javascript tooltip with MySQL Database

Here is what I am looking for : - A web application / website where users will be able create accounts and create personalized tooltips. The application will allow the users to create the content and then map it to a tooltip link which they can use anywhere on the internet. -Basically the tooltip will pull their written content from my website. -A database will be required to store the user content. I am looking for Developers who not only poses strong web programming / website designing skills but also who can advise on any improvements on the project. -We can use Ajax / jQuery/ Javascript or what ever you are comfortable with. -I can provide tooltip examples as they are freely available on the internet. - I will provide more information to the selected developers. - Please feel free to contact if you are not clear about the project
