562644 Website that allows visitors to submit vids via utube/upload

A website that users can submit videos by linking to youtube or uploading it from their computer. other people can comment on the videos and vote up or down on them. It's like a social media site like digg except it is mostly videos. Email for more details but that is basically what it is. Also, I need someone to walk me through the basics of wordpress(.org) because I have an account and a website (previous programmer set it up for me) but I do not know jack about wordpress.
