I can deliver this for you. I have over 10 years experience building .net applications in both VB.net and C#, right up to framework 4.5. I've worked on a number of high-utilisation projects in industries including finance, logistics and healthcare, covering Windows Forms applications, ASP.net extranets and interoperability (WCF and the like). Working in those industries, I'm used to building high-scalability applications, using either MySQL or MS SQL Server as the database back-end.
All my code is compliant with Microsoft design and styling guidelines (as set out in the Framework Design Guidelines books) and Stylecopped, and so fully xcommented throughout, making it ideal for another developer to pick up in the future and work with.
It sounds like you're planning a Windows Forms application here, presumably to be distributed to multiple PCs? And feeding to a central database held on the network? Or were you envisaging it with another setup? One possible alternative, if you have a suitable server, is to deliver it through a web browser using ASP.net, so you don't have to distribute anything to client PCs. If you have a lot of users to roll out to, this could save you some work?
