URL submit tool

Project: 1. Client side AND/OR 2. Server side tool to submit urls to multiple search engines. 1. Server side sample: [login to view URL] 2. Project details: a) Password protected Member's page (needed to verify e-mail address - I need an e-mail verification method like for example a confirmation link sent to the e-mail address). A database is mandatory to store future members info. b) A page that lists search engines with checkboxes c) A script that submits the users web site url to the search engines d) A results page that illustrates submission status i.e. success or failed. e) ALL automatic (including automatic billing for paid services - payment thru PayPal for example) f) An interface that would allow the customer to enter keywords and site description into two fields and then another results window to appear that would generate Meta tags, description, keywords etc. All users would then copy this text and add it to their html pages. Sample: [login to view URL] g) I want this project to incorporate a paid membership subscription service (thru PayPal or 2checkout for example). For free submission will submit to less search engines. h) we must agree on design Please bid for version 1 or 2 or both, together. Please suggest environment(s) and compatibilities (ex. linux, windows 9x or nt, etc) as well. I would like to know what your past experience is. Open to suggestions.
