Freeze/Un-Freeze External Process

I need a simple Visual Basic program that will freeze and un-freeze a running external process by it's name (see the attached sample screenshot). The process should be completly frozen, along with all threads it's running. So in the case of [login to view URL] (Internet Explorer), the process shouldn't transfer/receive any information to/from the web and all open windows should be frozen. The program shouldn't have any external dependencies (ie OCX/DLL), but if it does make sure you have the source for them too. This program must work on Windows 9x/ME platforms, not really necessary for WIN 2000 and up. Only bids WITH sample programs will be accepted, so if you cant produce a sample app, DON'T bid!
