Visitor Management application

Need a program to manage visitors in company. It should include be able to take picture (webcam) and signature of visitor (signature pad), name (show if its a returning visitor to avoid capture all data again), Identification, also from a database table it should also display employee to visit, employee's phone extension, employee's picture, point of access (main entrance, back door, etc) It also needs to provide current visitors on building It also needs to provide daily reports with a database table for configure emails, SMTP server. It needs to have 3 user levels, 1) reception, 2) supervisor 3) administrator It can be done in C#, VB2005 or ASP.Net. Database could be SQL Server or if not possible then MsAccess with the possibility to change the code or main Sub to get data from an SQL Server.
