Create online dashboard and message board

Looking for an experienced LAMP programmer to help design web-based software. The website is basically a dashboard and simple message system. Users have to enter a password to access the site. Once the password is entered, they get a list of 30-40 people in the 'group' If they hover over their names, they get a picture and some info on that person. Once they click a user, they can send a short message that goes via a text gateway either SMS or email. Each name will also have four tick boxes attached to the name. Any users can click a box. The status of the four boxes will be synced across all computers logged in to that same account and should refresh in browser pages that are logged in already. The second part of the site is a chat/message system where people can post short messages. This will be displayed access multiple computers to everyone logged in to the same username/password. The messages can be flagged with three priority levels, 1, 2 or 3. Every day at at a specified time, this will disappear and will start from scratch so each day will have a fresh slate. Messages also have the ability to be deleted by anyone that is logged in. The site MUST be accessed from a mobile device (android and ios) and should scale down to a mobile-friendly view. HTML5 with jQuery is recommended as well as a php/mySQL back end. Full wireframe mockups and a sample GUI has been made and will be available upon selecting a freelancer. This will be an on-going project and may be scaled upwards in the future with additional features. My current budget is to get a working version that I can host myself on my linux server.
