Social Network on iOS, Android and Web application

Build a social network that operates within groups of people communicating within their groups, and within hierarchal levels. Available on Android phones and Tablets and on iOS iPhones and iPads. Web application to host data and give a dash board of structured data in variable reporting formats Data to be stored to web server to work with apps dynamically In app purchases on apps Advertising options from with app PIN number required to join some groups Location functions for joining and messaging Emotion scoring facility (similar to “like” but with more options) Various levels of posting depending on joining levels Profile Logs of users Track Favorite profiles Dynamic search bar that shows alerts Pin Posts to top of posts and dismiss function Ability to comment on posts Search facility Private Message function Terms and conditions Share facilities with Facebook and Twitter Log in with Facebook Password protected (Remember Password)(keep me logged in) Email Promotional Poster Settings to rate app, contact developer, play demo video, post notifications, alerts etc iOS, Android and Web applications are to go live at the same time Please note the project starting from scratch. I have made a design which I shall produce on PDF along with detailed briefs to explain project and the rest is to be created. Im a novice at coding etc, so need a programmer that is capable of working with an inexperienced developer, and I will need assistance launching the apps on Google play and the App store and the web version on server etc. Artwork graphics to be given Non disclosure agreement must be entered into I expect a reasonable amount of testing prior to each submission Payments. 
1) 50% of the agreed money will be paid in milestone upfront. 2) The other 50% will be added when the applications are ready for publish. 3) 50% of the funds will be released when iOS app uploaded to app store for approval 4) 30% will be released once approved and available on app store and Android and web are live. 5) The final 20% will be released after one week of live testing and issues resolved. 6) There will be a 20% reduction in payment, if the project is not functioning correctly and fully more than 1 week later than the agreed job time. And by a further 30% if the project is more than 1 month late of the agreed job time. (this will be deducted from the final payments.)
