7817 Website Code/Design Change

I need some changes to design, which will take all of 30 minutes for someone who knows how to deal with .tpl and .php script(osDate source code). This change will also be integrating a video plug-in to this source code for a dating site which will be viewable in the profile section. There's plenty of free source code for this but I don't know .tpl or .php so I can't do it. The design change I need is for the site to look like the AFF dating sites. Preferably alt.com. The site will hold some adult content but not pornographic material. I will supply the rgb numbers to be used on the site. Also, I need source code to allow escorts and escort agencies and massage parlours to sign up and fill in there information and allow the customer to contact them through the site or over the phone. Only basic design needs to be implimented but I will need to be able to edit templates and such. I would think that an open source classifieds code should work great but positioning and design change would obviously need to be done. I don't have a very big budget at all so please recognise this when you bid.
