We need someone who can build a website for our workshop

We need someone who can build a website for our workshop this website will serve as communication bridge between our workshop and customers. customer can log in to their accounts, and they will have different functionality such as posting a case to us, so whenever customer post a case they wanted us to do, our admin side will receive it, all the cases will not show up in anywhere on the website that other people can see it, only people who log in to admin account have the right to see and process the case. The website for our workshop will contain index page, about us, features, services, Contact, membership on the index page, it will have register section, log in section on the right hand side(both need to be done as Ajax or jQuery no refresh style), on the very top it will have our logo and company name, follow with horizontal drop down website service categories, main body will have our services, features, steps for how to post your job. register style needs to be done as AJAX or jQuery with no refresh validation in checking the information they entered and email validation. membership log in will also be AJAX or jQuery no refresh style, when they successfully log in to their account, it will show all the status updates such as replies etc.. for the membership page, each member can post their job, job form will vary depends on what types of case you are posting, similar to most elance websites, when member post their job, it will show on the membership case list page and admin side, whenever case is completed, customer can click "agree to pay" or "refuse to pay", when click "agree to pay" it will pop out a jquery style box say enter your account number, when click to refuse to pay, it will pop out a box and say please specify the reason you don't want to pay for this case. on the admin side, we can see all the status of the cases, when admin confirm the case either refuse to pay or paid, users can further post their cases.
