Server/Client Text Alert Program

I need a program that will help me deliver my information to my customers. One submission of a string of text by the operator would be sent to the users using this program, and the information will be simulcast on our website. This program should be user friendly. We need a program that will run in windows that will allow us to give real time news to our customers. It must be able to access our Internet website to get the .htaccess passwords. Once users are logged in, they will begin received the real-time information. Below is a list of basic features we would like to have. Any other features can come later. Maybe features such as email or cell phone alerts, but we can hold off on extra features for now. ## Deliverables ------------------------------------------------------- Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased. ------------------------------------------------------- Detailed features this program should have: - The program should have an always on top feature. - Program can look simple but professional. - Would be nice if program can be minimized to Windows system tray to be hidden from view. - Program will receive messages on average of 250 - 500 characters long in plain text posted by the operator (website will be storing and archive, not the program) We have a news script now but it would be nice if the program could post to our current script. The current script is built in cgi. - The user(client side of program) should be able to access a history log of messages for the current day when the program is opened. If the user starts the program at 10am it should hold the news from 10am through the end of the day. Each day will have about 10 to 20 posts. - Admin program and client program are two different programs. Both programs will run in windows. Admin program should allow an area to post string of plain text that will be relayed through Unix server to client program to receive text alerts. - Client program will have a Login/Password field when program is opened for user to login. - Admin program must be able to check two .htaccess files for member password. Also, Admin program should have 2 paths to change where the .htaccess files are located on the server. - Program must have an install icon (such as .exe when the program is compiled) for the users when they download the program. - Admin program should allow me to change the seconds the program will auto refresh the text. - Program should run as an application inside Windows operating system for both Admin and Client program. - Client program should be able to have sound alerts when there is a new text alert posted from Admin (and maybe blinking with pop-up window) - Would be nice if the program could have user defined sound alerts. - Program needs to use minimal server bandwidth if possible. - Would be nice if program can allow admin to edit previous posts from the database for correction errors just incase there is an error in the previous post - Also user(client) should be able to sort through the past posts ## Platform *Program platform will need to run on all versions of Windows (example. 95/98/2000)* ## Deadline information We would like this program as soon as possible.
