Win & Mac program, convert video to WMV

I need a program for Windows 2000/XP/Vista and Mac OS X that converts most video formats to Windows Media Video (WMV)
**Spesifications:**
* 2 versions, one for Windows and one for Mac
* Should be able to convert AVI, MPEG (not MPEG2), MOV, divx and xvid to WMV
* Unsure what version WMV should be, tho I know FFMPEG supports WMV7 and probably WMV8? As long as file size is small as possible and is streamable, it really doesnt matter.
* Smallest delivery package as possible, no extra stuff
* 1-file Setup/installation program with uninstall-option
* All-in-one package. The setup/installation will install everything needed for you.
* Easy Windows/Mac OS X-typical GUI (kids between 8 and 15 will be using it). Preferably just "Choose file" (with a Drag-n-drop option) and a "Convert"-button.
* Should convert to WMV with spesific settings only (like bitrate for audio and video, scale size etc, fps should be detected from the source)
* Norwegian and English language in the GUI and install/setup (I will provide the norwegian translations)
* Easy to uninstall.
* The author should be willing to show the source to me upon request (though, the author will own the rights to it).
* Choice of programming language is up to the author.
* The program will be offered _free_ to users of a web-based system
I am unsure whether converting to WMV on a Mac is really possible, I know Mac can play WMV version 9 though. If not - it might be necessary for the Mac version to convert to MOV instead.
I might wish for further development on the program at another time, like adding an FTP-upload option. You will of course be paid for this at that time.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Should be able to run on Windows 2000, XP and Vista. The Mac version should be able to run on Mac OS X Tiger and the future Leopard
