Responsive Wordpress Header Fix

In need of an advanced wordpress coder to fix our header. the current header can be seen here [login to view URL] it is a responsive header. we would like to change it to the example below. images attached 1. the header in the normal state (no scrolling) with the social bar on top submenu social bar and main menu on the bottom. it is full size. 2. the header in the normal state (no scrolling) with the search and dropdowns expanded. 3. the header in scrolling state. the logo shrinks and search bar falls in line with the menu. I have most of the work done but need to clean it up. that changes size as your scroll. I have edited the header a bit. I need to had this off to a freelancer while I start a new project. if you don't have any experience in responsive wordpress sites please don't bid. this is an easy fix but I have to handle other things. if done well this will lead to more jobs.
