Create Landing Page for Google Adwords Campaing

Hello, I am starting an adwords campaing for a CPA Offer. Up until know I was sending the traffic to the merchant's offer via an iframe, but now with new Google Adwords Quality Landing Page requirements, I saw big increases in Minimum Cost per Clicks. That's why I need someone who can help me to develop two Landing pages that meet Google's Landing Page requirements. The current task is to develop two Landing Pages for the same single offer for split testing purposes. The idea is that these pages can get a high conversion rate at the same time they comply with Google Requirements so that my minimum required bids are the lowest possible. Depending on the success of this landing pages and the good communcation I develop with the coder, I will grant you more similar projects.
