Online Voting & Election Tool (Non-profit/Charity)

Your task will be to design and build a system (PHP/MySQL-based) for conducting elections and voting on organizational resolutions, for members who cannot attend our annual general meeting due to distance and funding constraints.? This is to take the place of the current (non-anonymous) manual process which is in place for proxy voting. The system must be simple, straightforward, professional, and clean - no gimmicks or fancy stuff needed.? The admin control panel has to be flexible enough that the system can largely be manipulated and modified from remote (without much of any editing of PHP files, etc.) by a not-so-technically-minded individual.?
