Retrieve Emails From Outlook Web Access or Exchange

We are looking for a simple application that can retrieve emails via Outlook Web Access or Exchange directly and forward them to a target email address. The use case for this project is for users that do not have permissions to set forwarding rules on the Exchange server or do not have access to Outlook. Assumptions:
- Exchange server has IMAP and POP disabled
- Users will have access to the internet
- Users are able to access Outlook Web Access via web browser
- Users will determine the forwarding email address
- Check for new emails automatically every X interval (ex: 15minutes)
- App should run without user intervention
- App does not need to run silent (i.e. the user should be able to see that it is working)

This is not using Hotmail.com. The user setup is an internal Exchange server with OWA enabled.
