Simple fullscreen windows app to display simple information from UDP

Urgently need basic full screen windows app. Some data is being sent in broadcast packets on port 9090. packets will look like D111.234 first 2 characters are address, rest is data to display Their are 4 possible address. D1 D2 D3 & D4 Need fullscreen app that displays data, with .ini to configure the size, color and location of the text. Whenever new data is received, just update as required. No processing etc required. .ini should configure location of each address output in a format like D1=0,0,12,white D2=0,12,12,white D3=0,24,12,white D4=0,36,12,white x location, y location, size, color
