My full time day job is writing software in VB.Net and SQL Server databases. Most of my code uses Stored Procedures on the back end to validate information. If the tables have keys on them, it obviously will not allow duplicates. If I understand the requirement, you need a windows based software application that will take the user input and place it into the SQL Database. The first step would be to get the access data into SQL and validate it's data. Then creating connections from the desktop application to SQL to validate the input data.
