I have been working on flat, dynamic and CMS based websites for several years. Based on the limited description the problems with your site, it sounds more like a tuning issue with one or several of the applications your site requires to run - so your description of what you would want done is pretty spot on after a general review of the server and it's installed applications. I would be very interested to see the Google PageSpeed reports (as a PDF perhaps?), and the pingdom reports - before and after the site change if at all possible.
