Write Text or Put Image On Blueprint Image

I am trying to create a visual basic 2010 program where a person can add their blue prints and be able to write anything on it. Like a watermark on a photo or images. There is an alignment area settings, so they could move their text/image anywhere within their image. On the ListView box, they can add, delete, and edit the contents by clicking on the selected box. They can also add images to the blueprint and it can re-sizable by the alignment Please see the attachments to get an idea of my project. The final finish program, I would need the actual VB 2010 working file where I can make changes later.
