Website Design - Gaming / Lottery

Hello I'm looking for a friendly and responsive website designer to help me with a project which is in its very early stages. I'm looking for design, development, writing, creation, maintenance etc - will be everything going forward if the website is successful. I'm experienced in business in gerneral, but not experienced in web development, so need someone who will be able to convert my ideas into an impressive website. ------- My idea is for a lottery type website, which details a number of prizes in an ebay type format. Users are then able to chose a prize and buy lottery tickets, and once all tickets are sold, the draw takes place and the winner is awarded the prize. So far so good!! Obviously the key design development elements would therefore be the overall item catalogue, system for buying tickets and recording users details, software for making the lottery draw on a random basis, email notification of winners and for marketing and probably a whole host of other things!!
