Finish an Adobe Air application for iOS & Android

Hi there, I have been let down by a developer, who cannot finish the project. Most of the work has been done, but there are outstanding items. App written in AS3 for AIR - Android and iOS CakePHP admin panel to be finalised. Apps still need to be published to respective App Stores. The App Store accounts have been registered. Premise of the app: Users can enter into competitions and compete for the prize by "holding onto" the competition the longest. This is similar thinking to the old-school "win a car" competitions where you had to have your hand on the car until you were the last. On the competition page the user needs to continue to hold the clingr icon to stay in the game and be eligible to win the prize. The dashboard is to allow administrators to create new competitions and change out creative elements inside the app. Codebase will be provided on request.
