I would like a simple ASP.NET Web Service that will send a SOAP request with a PDF mime attachment.

The PDF can just be a generic document, and the body and header of the SOAP request can also be generic.

This is to allow the code used to generate the mime attachment to be implemented on future projects.

The web service should be capable of using a PDF that it is both locally stored on the server and from a remote web address.

This should be a simple web service and NOT a WCF service.
