56113 Yahoo Messenger Auto-Responder

This project needs to be windows based, so C++ is not essential, Visual Basic is fine for me. What I need is a yahoo messenger auto responder. The program needs to be able accept/add people when they request authorisation from me, needs to be able to talk to them based on an Artificial Intelligence database (I will build up a database for how it should respond) and it needs to be able to block/delete people. I would also be interested in getting this program working for ICQ and MSN, but for starters getting this working on yahoo would be great. Oh and the program needs to have proxy support.
