Vectorise / add / combine various street maps

We have a lot of maps from our area. Some of them are not accurate, some of them are double, not complete, wrong scaled, etc. Many are in jpg, but we already have many in Adobe Illustrator or PDF We would like to have all maps vectorized. It would be nice if you could help us to make these maps into some sort of interactive Flash application. The maps we want to make are for sure *NOT* findable on *any* online mapping site, so don't bid with the intention to copy it from elsewhere on the web. They're just not there. All maps are basic street maps, no technical maps, nothing too fancy. Some of them have niveau heights, all quiet basic though. If you have better ideas on how to make the maps/in which application to design them, up to you. We want to be able to export them however for web and print.
