Extract Info from Excel Template & Input into New Template (formula)

Attached is the actual example of the input file, it will have 17 input fields, the first input can have more then 1 value. Then below this example is all the combination of the patterns we need to make based on the inputs. Not all the fields will have values and the first field can have more then 1 value, so each of those need to have the same process. We have hundreds (currently 300) of these files that need to be done, so we would like some type of tool that we can use to upload the file into it and then it output the resulting combinations.
