Circuit Design and MCU coding for smart Plug/Home automation

Problem Statement: This is fairly simple job for an expert. I need to design a smart plug which can provide functions such as measurement and display of the home energy consumption and automatic switch on/off control for electrical appliances. This device is expected to detect the energy use and display the measured value on its LCD(optional) or send it to monitoring [login to view URL] Smart-plug device will be inserted between the power outlet and any household appliance to measure the energy use and switch on/off the power supply to the connected appliance, which can be also controlled by the user from Server PC or Online web, allowing the user to on/off scheduling based on electricity price, room temperature or other parameters. Essentially the device must have an energy measuring function and relay control. The energy data must be send to the server PC via zigbee. for the project i need to make multiple such smart plugs (same design). All the plugs will be controlled from a Server PC which will be connected to smart plugs using zigbee. I am looking for a compact and cost effective design for PCB production i.e rather than using zigbee components like Xbee I need a design with Zigbee ICs like TI's CC2538. The bid is for circuit design and MCU code. The design must include full circuit design and embedded programming code with details. The server software/app designing will be made after circuit design is completed and tested. If the bidder can do that work also I am happy to pay extra for it or can hire another freelancer for it. Additional work related to this may follow in future. (additional payments can be made for future such works) Please note: Many designs for Smart Plugs are available online but I expect to get proper technical support during the project if I encounter with any problems. so freelancers confident with such work may bid only please.
