Find email addresses of leads and email them

I'm looking for someone to find me a minimum of 175 email addresses per week of potential customers and send them a predefined message (filling in pertinent information such as their name or their company name).
This is a long-term project (6 months+) so I will need someone committed to doing this on a regular basis (send out ~25 emails per day). You will be paid bi-weekly, after an initial trial period of 2 weeks where you will be paid once per week. Depending on the number of emails sent out, I can offer ~$40 USD per week ($0.23 per email). This is definitely negotiable and may increase to match performance.
I am looking for someone with decent English, but knowing Spanish or French will be an asset.
