128 bit Billboard display POV

Need to make a PIC program preferably by Flowcode PIC v4 version. POV display of 128 bit, RGB. It should be able display text, image, animation for billboard. It should have micro sd card reader to store it. It should have PC interface and custom VB software to upload image, animation, text or possible short video. Programming should be clear and commented. Frame rate should be acceptable, not less than 8 f/s. Use readily available PIC chips, EEPROM. Hardware design is also welcome. SMD preferable.
