Ghostwriter for book related to American Politics

I am a 'former politician' and campaign advisor that would like to write a book on small town politics and getting elected. The focus will be on rooting out and defeating corrupt politicians. The market will be the tens of thousands of average Americans that run for small town office every year -- but are not aware of the underhanded tricks that will be used to defeat them. The book will scope out the entire process, force the reader to define their motivations and their approach to running for office and then explain to them exactly how to obtain their goal. I know what needs to be in the book -- and can related actual stories to illustrate the message I am trying to get across in every chapter. I need someone to take my half-baked notes and expand them into a full-length book. I would like to maintain my writing style as much as possible, keeping in mind that the book needs to be informative and entertaining and I may be able to provide more infomation than entertainment. I need to work with someone that is flexible enough to work in an iterative process, chapter-by-chapter until the book is complete. I am flexible with schedules - but the process needs to be complete by mid-November at the absolute latest. Also need this person to have an overall idea of how the publishing process works from cover design to actually getting published. Estimates: 12-15 chapters. 200-250 pages. IMPORTANT: Please bid PER CHAPTER. I will pay you at the time each chapter is written. Your bid will be multiplied by the total chapters you help write to get the total value of your bid. However, I want to take this on a chapter-by-chapter basis and want you to bid it that way as well. This gives us both some flexibility -- it it turns out to be more chapters, you make more money. At the same time, if it does not work out, neither one of us will feel like the other owes us money. I am ready to get started immediately.
