DESIGN A DOCUMENT FROM A SCANNED COPY

I have a one page document that was scanned. I need someone who can redesign the document in such a way that it would look exactly like the original without showing marks that it was scanned, while retaining all the watermarks and various design elements to make it look like the original copy of the document.
