Build a Web Application

I am looking for an experienced web developer that can create a simple production MVP for me of an alert system that works as below. This is a relatively simple MVP and I have been able to create most of this - the only tricky bits for me are the SaaS component, Email notifications, and matching of alerts and users. As an administrator: I will add a selection of product/service selections to the site. I will also create 'alerts' that will be tagged with product/service selections. Can update 'alerts' and choose whether this update will be sent to users. I will have complete admin access to the site and have a normal admin panel. I would also like 'alerts' to be automatically created in draft based on a number of rss/json feeds if possible. As a user that is an organisation: I can create a profile and add product/service selections to my profile. I can also add 'team' members that can create their own profile and add product/service selections to their profile (a team member has the same abilities as the individual user below) I can view the aggregate profile of my team (who is in it, the list of total product/services). Receive email notifications when an alert is created by admin that matches with a product/service selection for my organisation or team. View and search alerts Set frequency of notifications (as it happens, daily summary, weekly summary) As a user that is an individual: I can create a profile and add product/service selections to my profile. Receive email notifications when an alert is created by admin that matches with a product/service selection in my profile. Receive updates to 'alerts'. Can note that an 'alert' has been read. View and search alerts Set frequency of notifications (as it happens, daily summary, weekly summary) System requirements that will need to be 'switched on' after the beta phase: SaaS capability - I need to be able to charge individuals and organisations a monthly fee Restrictions on profile selections and frequency based on plan subscribed Happy to have a chat about the best framework/language but my requirements are that it is clean code and able to be scaled to at least a moderate amount of users. I also want to be able to host this in production relatively cheaply as it is just an MVP so please let me know what your solution will require for production. Finally I have items such as logos and text etc and will be happy to use bootstrap to start with for styling. I am open to suggestions - this can be done in RoR, using API or a number of other ways.
