Hi. Perhaps we should use assets which are already there: your own jQuery and Skrollr libraries. Adding more may complicate development in future and moreover, my expertise is (core) javascript and (pure) CSS. Proposed plan: The image will be fixed as a background as per your required size. The overlying text will be entered as a separate part. Using HTML & CSS, the parallax effect will be created, which will move the text over the fixed image, as you scroll giving it a 3D effect. BOOTSTRAP will be used to make it 'Responsive' across devices. See my portfolio for a parallax effect sample. The project can be finished within your budget.
