Backlinks and Promotion to websites

I am looking for an expert with experience of gaining backlinks using accepted methods for a new website. This can and should include utilising social media including Google+ to improve ranking. I already use webmaster tools to track links to the site so am able to identify the places where links have been put (as soon as Google finds them). My site is a tourist company targetting English speaking people visiting Ukraine (and in particular Kiev) who are looking for accomodation, tour guides, excursions, and anything else they want to make their stay in Kiev the best possible. This can be for social visits or business trips so the range is fairly wide. I would also like to target football fans as Ukraine hosts Euro 2012 next year so will see a large number of english speaking tourists visiting a country which not only uses a different alphabet, but also can be known to take advantage of tourists who dont know the local currency. If you think you can provide backlinks (and forum posts) to relevant forums that target the type of people I am after.
