Get MCC MNC LAC and CID (Cell ID) from mobile phone

I need to get the MMC MNC LAC and CID (Cell ID) of a mobile phone to get a geolocation record. Then send this info to an email and save the data in a log. I need that this App works without install anything, and runs in the background of a site. This is going to be used to track cars and buses in our company.
