Mortal Kombad Game for iPhone/android $2500 Budget

I'm looking to develop a fighting Game similar to Mortal Kombat with features like attacks, special moves, special powers, and total kill moves. I will be needing design and development done so you will create character designs, background designs, and descriptions of character specific attacks.. The initial game should have 6 characters and 3 backgrounds, plus the following features: -Arcade Mode (play against cpu ladder) -Multiplayer Mode (play over network) -Ability to add DLC (new characters and backgrounds This will be long term project so bid accordingly. I am on a VERY TIGHT BUDGET OF $2500. I know this is a big project but please do not bid more then this price. Please provide a portfolio with art style and game samples. It should be ongoing work for the right person.
