Need Highly Experienced and Expert Php Programmer (who knows Jquery for mobile domains/websites) to Completely Fix 24 Deficiencies on Smarty Php Website

I currently have a site somewhat similar to meetup.com. In many ways, it is quite close to [login to view URL] in terms of similarities of the functions. But there is a deficiency or gap in some places now. i) Please refer to the notepad text file below for 24 needed fixes to my site's deficiencies or implement additional functions. Screenshots 1-24 are also indicated below, to match with the descriptions in the notepad text file called "24 Fixes to Site Deficiencies to Emulate Meetup More Closely", of the tasks needed to be performed now. ii) Milestone will be topped up and then paid in 4 separate phases (no 100% or 25% upfront release before work is even shown to be done). 25% of it will be topped up each time before that 6 Deficiences are fixed, which will be released when each set of 6 deficiencies are proven fixed each time, since there is a total of 24 deficiencies and the project is pro-rated by number of deficiencies fixed. This arrangement leads to earlier release of milestones to selected bidder and is also fairer to client to pay only for percentage of project completed. Thus, A PROJECT WILL BE PRE-PAID 25% IN MILESTONE, BEFORE EACH SET OF 6 DEFICIENCIES GET FIXED, BUT WILL NOT BE RELEASED UNTIL the 6 DEFICIENCIES ARE DONE. The advantage is that the 25% will be released before project is completed in full. Thus, this project will not be 100% created in milestone at start of project, but will be topped up by 25% percentage each time of the total milestone fees, which will be released as 6 deficiencies are proven fixed each time. No negotiations around this arrangement. So, 4 rounds of 25% of milestone payment each for 6 deficiencies targeted to be fixed each time, until 24 deficiencies are completed. Re-emphasize: NO upfront release of 25% before the 6 deficiencies are fixed. Only topped up first, which will be released when the 6 deficiencies are fixed, and then the next 25% are created. iii) The 24 Screenshots must be done in systematic order from first to last. iv) Finally the php programmer selected should know jquery approach to ENSURE THE CORRESPONDING FIXES DONE IN THE MOBILE DOMAIN OF THE WEBSITE.
