We need a sample of pictures edited - but looking for someone to build a long term relationship with - potentially 1,000's of jobs a month

My partners and I are starting a photo media company and are looking to build a relationship with an editor long terms. We should initially start with about 40 jobs a month - each needing anywhere from 25 to 40 pictures. We would like all photos in HDR, Blue skies if needed, Green grass if needed, and minor virtual staging if needed. As we grow we hope to give our partner 1,000 of jobs a month. We are looking for someone who is able to cater to our needs and we are looking for someone who is willing to charge about $10 flat per job. Please let me know if this is doable. Again we are not looking for a 1 and done, we are looking to build a long lasting relationship.
