Custom WordPress PLugin

I have a project where I am developing a WordPress site for a Mosque. They have a standard spreadsheet that they want to upload every month with a prayer schedule in CSV format. I have attached a sample copy to this email. I need a custom Wordpress plugin that allows for a site admin to upload this spreadsheet and have the rows and columns import to the database, or instead of using the database a script that uploads the file and just reads the lines of the CSV. For the function of just reading the uploaded files maybe this PHP function can work [login to view URL] I am not 100% sure. Either way I need to be able to display the data for the month in two areas. 1) I need to be able to display the prayer times for the current day in the header. 2) I need to show the entire month's schedule on a page of it's own with the current day/row highlighted. Here is how I want it to work: ADMIN - Wordpress admin menu "Prayer Times" - When "Prayer Times" is clicked the user is taken to a list of currently uploaded sheets and also has a link or area where sheets can be uploaded (I don't care if the upload is on the same page as the list of sheets or if it is a link to an upload page). - User can upload a CSV in the provided format. I would like this uplaod directory to be "/wp-content/prayer-times" - System reads the title of the sheet and uses the title of the spreadsheet. For the example it would be December 2015 in the list of sheets. - There will be a list of all the spreadsheets that are currently uploaded. - View and delete buttons for each sheet on the list - No editing needed ​FRONT END​ - ​Then when we want to display it I can call some code that will search for the appropriate sheet and look for the day's times. These will be displayed in the header.​ - ​For the page that displays the whole month's prayer times it will look for the sheet that matches the month​ we are in. Open that sheet and display the table. If the date on the sheet matches the current day I just need some sort of CSS for that row so I can highlight it.
