Website Developer Required for outsourcing

We are looking for an association with someone to whom we can outsource the website creative design and development(coding and testing, only..we will be doing the client requirements gathering and technical design)on a regular basis. The deliverables would be a home page template and an inner page template (html slices created from psd), occasionally logo design for the website design. The deliverables for the development would be fully functional code (HTML/Javascript/CSS/JSP/PHP - as the case maybe).
