Google Maps Version Three Custom Map

Looking for a creative programmer that is able to give users the ability to input/report information into a google map to help with collaborative decision making. Want an interface to update google dynamic map markers with stylized infowindows, where the user is able to upload a graphic and key in some information, which would then create a new marker or infowindow or update an existing marker and/or nfowindow with the appropriate information, and simultaneously send an update to a social news feed or just an email.
