PHP CMS directory

Description We need a simple cms to manage a directory (something like yellowpages) but with more detailed info for each item. There will be search feature, news feature, event, login, review, promo. There will be backoffice feature for staff to edit content as well as for user to submit content, review, etc. The coding will be in php, using Model-View-Control and OOP. Database will be mySQL and it should use SMARTY. We do not need design (as we will design it later after testing). Project will be done in 2 stage. Stage 1 : give us a complete concept and design (including diagram if needed), after we approve, stage 2 : build the php. And the most important, FULL SOURCE CODE MUST BE PROVIDED.
