REST Api for my PHP5+ Database (Joomla)

Hello - I have a listings website built in PHP 5+ - using JOOMLA 1.5. I need a PHP Guru with web services experience to build a REST API that has methods almost exactly like these: [login to view URL] If you can build a Joomla-specific solution (a Joomla! component) that is great - you will get preference over other bids. However, if you build a purely PHP 5+ solution, or can install one that you know of, we are very interested in speaking with you.
