Portugal & Spain: project management, PHP some design

Hello I am looking for freelancer who can dedicate 25 hours per week. Your Tasks: Supervise other programmers programming in PHP Local adjustments in language file In banners and in database entries And everything else that needs to be done to transfer an English website to Portuguese and Spanish market and supervise programmers of Indian company who are in final stage of programming. We have programmed in India a community website. This should be launched by December in Portugal and Spain. I will want to work with you face to face. So if that is not possible than do not bid. I will want to spend on average 3-4 hours a day at your workplace. I speak Spanish and Portuguese so there should not be language problem. You need to have: very good knowledge and experience with object oriented PHP programming understand performance optimisation either a connection to local designer or be able to do basic design yourself. The bid is for one month of work in PHP support.
