Small - Server side php/mysql programming needed for an iPhone App

Hi, Need a serverside programmer. We need following server programming/work in php & mysql for an iPhone App -- push notification on server side, rss feed (events, alerts) on server side (I suppose this is ready but with no pagination - twitter like "load more"), place/local synchronization with server, options synchronization with server these are the integration flows -- Need to start right, should be an easy job.
