Phpnuke site

I need a new site developed around PhPNuke or with similar management features. The site will require the following elements --Unique user experience- Users will need a customizable interface where they can store photos and write blogs. --Central manageability. The Phpnuke design in nice. If there is something better feel free to propose it. --Modular design- Users should be able to subscribe to certain site modules and turn others off. --Multi user access list. There will be a need to and page admins to the site without giving root access to the entire site. I believe phpnuke has this ability Most ecommerce functions will be outsourced so just simple links to that site will be necessary. I am looking for a polished look so pleas include a few references in your bid. .
